The transformer consists of two transformer coils. If an alternating voltage is applied to one transformer coil, an alternating voltage is induced in the second coil. In the no-load case, the value of the new voltage when compared to the originally supplied voltage, follows the ratio of the number of windings of the corresponding coils to each other.
